STEP 1
Inside the Dashboard, click Media

Drag/Drop your PDF file inside the Media Library.
STEP 3
Click your newly-uploaded PDF file to see the file details.
STEP 4
Click the Copy URL to clipboard button, then close the dialog box.

On the Admin Bar (Black Bar/Menu)
Click New Post
STEP 2
Give the post a Title
STEP 3
Check under the Categories where this post belongs to.

On the body section, type your texts.

Highlight the texts that you would like to become a link
STEP 2
Click the Insert/edit link button (looks like a chain). A small dialog box with field entry will appear below the highlighted text.

Paste the PDF URL/Link that you copied
STEP 4
Click the Link Options (Gear Icon) at the right side of the dialog box. The Insert/edit link dialog box will open, then click the Open link in a new tab. Click the Update button to apply.
STEP 5
Back on the editor, click the Publish button to save and create the post.
Click the View Post link to view your new post. To check, just click the link that you created to view the PDF file. It should open a new tab and display the content of the PDF using the browser's dafault viewer.
