From your Dashboard, go to Coupons Section
Go to Dashboard -> Marketing -> Coupons
This will show you the list of coupons created for the site.

Add your Fixed Amount Coupon
Add Coupon, select Fixed Cart Discount and enter the amount
Click Publish to save
